I’m Joe Morganella, and I’m running to represent Ward 5 on the Dover, NH City Council. My life and career have been defined by service, steady leadership, and a deep commitment to protecting public safety and preserving the values that make our community strong.

About Me

I have been a proud New Hampshire resident since 1974, when I was first stationed at Pease Air Force Base with the United States Air Force Security Police, 509th Bomb Wing. My service took me abroad on a three-year tour in Germany and a year in North Dakota before returning to New Hampshire in 1979.

For over 32 years, I worked in New Hampshire law enforcement, retiring as a Sergeant with the Durham Police Department and later continuing to serve with the University of New Hampshire Police Department. These decades of experience taught me the importance of common-sense decision making, responsibility, and earning the trust of the people I serve.

Alongside my law enforcement career, I have been an entrepreneur and small business owner, running several entertainment companies and most recently founding Quadrant Investigative & Protective Services, Inc. Our agency provides private investigations, executive protection, security consulting, and uniformed security—helping safeguard individuals and businesses across the Seacoast.

Since moving to Dover in 2019 after selling my longtime family home in Somersworth, I’ve become deeply involved in the community and remain committed to ensuring Dover remains a safe, welcoming, and affordable place for all families.

Dover is a city with tremendous opportunity, but we also face serious challenges:

  • Affordability: Housing costs are driving younger generations out of Dover and contributing to homelessness.

  • Public Safety: Homelessness, crime, and drug trafficking directly impact the well-being of our citizens.

  • Fiscal Responsibility: We need careful, responsible spending to ease the burden on property owners while ensuring Dover continues to grow as a community that attracts families and businesses.

I believe in a practical, common-sense approach—protecting quality of life, respecting taxpayers, and keeping Dover safe and continues to grow as a community that attracts families and businesses.
